The Las Rozas City Council held an extraordinary session in which the municipal budget for 2025 was discussed and approved, with expenses of 134,860,984 and corresponding revenues, representing an 11% increase from 2024.

The individual responsible for presenting these accounts was the Councilor of Finance, Enrique González, who emphasized in his initial speech that the main focus in their preparation is «the pursuit of improving the quality of life for all residents of Las Rozas.»

«These budgets reflect responsibility and enthusiasm, responsibility because they maintain the sound and committed management of these years; and enthusiasm because we are ambitious in facing the upcoming years with new and exciting challenges,» noted González.

At the conclusion of the extraordinary municipal session, Mayor José de la Uz emphasized the importance of having «expansive accounts, with many ongoing projects, freezing public prices and anticipating a future reduction in industrial property tax (IBI). We continue to avoid external debt, covering expenses with our own resources and reducing municipal debt.»

«These budgets will enhance our city by fulfilling our commitments to beautification, underground projects, road paving, and sidewalk accessibility. We will take care of the most vulnerable individuals through Social Services and thanks to the new Mental Health Plan,» De la Uz pointed out.

«After more challenging years, we are resuming projects to fulfill our commitments to residents so they can continue to be proud and satisfied with living and enjoying the quality of life for families in Las Rozas,» concluded the mayor.

During his address, the Finance Officer highlighted that for the second consecutive year, the City Council has not required external financing, and expenses are solely covered by municipal resources. In this regard, municipal debt decreased from 48% in 2023 to 36.3% in 2024, with a projected further reduction to 31.6% by the end of the current year.

On the other hand, investments for 2025 amount to a total of 20,583,132 euros and cover various initiatives throughout the municipality, including parks, playgrounds, schools, sports facilities, as well as investments in road improvements, energy efficiency, and technology.

Noteworthy are the 5.5 million investment in road infrastructures, 3 million euros allocated for sports facility improvements, and 2.2 million for public space maintenance. Additionally, ongoing investment in cable undergrounding throughout the city amounts to 1.9 million.

The preliminary municipal budget for 2025 was approved with the votes of the Popular Party of Las Rozas, and opposition votes from other political groups represented in the municipal council. The Vox Municipal Group presented 81 amendments, while the PSOE presented 19, and none were presented by the Más Madrid Las Rozas group.

Among the expenditures that have the highest impact on municipal coffers are the 25 million for the Environmental Department (19%) and Security and Citizen Protection nearing 20 million (14%), while the Sports Department absorbs 14.7 million (11%) and Education, Culture, and Youth areas exceed 14 million in expenses (10%).

A total of 11.8 million (8.8%) is allocated to policies related to Infrastructures, Housing, and Districts, while nearly 6 million euros (4%) are dedicated to Social Services in the municipality.

Also noteworthy is the expenditure on Digital Office and Innovation, amounting to 6.6 million (5%), and on Economy and Employment with 4.8 million (3.5%). Lastly, the Health Department incurs expenses of 1.6 million (1%), and Fairs and Festivals 1.5 million (1%).

Throughout his presentation, González emphasized the importance of having budgets with these characteristics and a significant investment effort while keeping taxes, fees, and public prices frozen.

In addition to maintaining the residential property tax (IBI) at the legal minimum and applying maximum bonuses to both this tax and the Vehicle Tax (IVTM) or the Construction, Facilities, and Works Tax (ICIO). In this regard, he highlighted that «as announced by the mayor, we will begin a progressive reduction path for the differentiated IBI next year.»
